Breach Disclosure: Bulgarian National Revenue Agency

In late June early July 2019, the Bulgarian National Revenue Agency suffered a data breach. The breach contains records of 5 million of their citizens, Bulgaria itself has approximately 7 million citizens. The breach contained income and tax data of their citizens, as well as approximately 500,000 email addresses.

Recommendations

  • If not already enabled, turn on the compromised credentials rule for all relevant entities and ensure relevant emails are entered for those entities, or reach out to [email protected] for assistance
  • If one of your entities receives an alert, ZeroFOX recommends immediate password changes for the affected account
  • Enable 2-factor authentication for all of your organizational accounts to help mitigate phishing and credential stuffing attacks
  • Remain alert to potential spear phishing attacks through email and social media.

Details

In a statement made by the agency, they wrote that they were informed of breach due to multiple reporters purportedly being sent an e-mail link to the trove of data. The cybercriminals behind the hack told reporters that this data trove was only a subset of everything they stole. Specifically, they said that they only sent out 57 of 110 databases to reporters.

According to the Guardian, 20 year old Kristian Boykov has been arrested under suspicion of conducting this attack.
