Executive Summary

From June 23-24, 2023, the Wagner Group, a Russian private military company (PMC), staged an armed uprising in southeastern Russia. ZeroFox’s Geopolitical Working Group posits that this uprising was precipitated by long-standing tensions between the leader of Wagner, Yevgeniy Prigozhin, and top-level Ministry of Defense (MoD) officials. According to Prigozhin, the MoD carried out missile strikes against a Wagner camp in the early hours of June 23, thus justifying an armed response by his fighters.
