Ukraine and U.S. Sign Memorandum on Joint Production in the Defense Industry
On December 7, 2023, the United States and Ukraine signed a memorandum on the joint production of weapons and the exchange of technical data. The agreement specifies measures to localize the production of several weapons types within Ukraine and increase Ukraine's technical knowledge to improve air defense systems. While this agreement aims to spur investment in Ukraine's defense industry, any new facilities would likely become targets for Russian airstrikes, which could hinder industrial development.
Kenya to Send Farmers to Israel Amid Conflict
On December 7, 2023, the Kenyan labor ministry announced plans to send 1,500 farmers to Israel after thousands of foreign workers left the country since the Israel-Hamas conflict escalated in October 2023. Israel also banned Palestinian workers and called on about 360,000 reservists since the onset of the conflict, causing a shortage of agricultural labor. Israel is allegedly in need of at least 30,000 agricultural workers. Malawi recently sent more than 220 workers to Israel to aid in the shortage and will send 5,000 more workers in the future. However, Malawian officials received significant backlash domestically over the country's support for Israel. Kenya may face similar backlash domestically for sending workers to Israel, as the political situation between Israel and Hamas has garnered global tension. Disruptive events have the potential to materialize in major cities throughout Kenya.
U.K. Accuses Russian FSB of Years-Long Cyber Campaign
On December 7, 2023, the United Kingdom accused the Russian security service (FSB) of a sustained years-long hacking campaign targeting British officials and public figures. UK representatives said Russia has used these cyber attacks to steal, and then leak, sensitive information in an attempt to undermine democracy. The UK summoned Russia's ambassador to discuss these findings and sanctioned two Russian individuals over the campaign.
