Kenya Pauses Deployment of Police Officers to Haiti to Curb Gang Violence
Kenyan officials paused the deployment of 1,000 police officers, which was initially agreed upon between the two countries to help Haiti to curb widespread gang violence, after Prime Minister Ariel Henry announced his resignation following the formation of a transitional council. Violence has ensued throughout the country, including in the capital Port-Au-Prince, resulting in the mass displacement of residents, scarcity in essential commodities, and closures of airports and major roads. Kenyan officials stated that the deployment of the security personnel will take place when there is a clear government established in Haiti.
Ukraine Increases Drone Strikes on Russian Oil Refineries
Ukraine launched nearly 70 drones targeting Russian infrastructure in the western part of the country. If confirmed, this number of drones would mark Ukraine's largest single-day air attack against targets within Russia. The strikes continued Ukraine's recent strategy of attacking Russian oil refineries to limit Russian energy revenue. One strike caused a fire at Rosneft PJSC’s Ryazan plant, one of Russia's largest crude-processing facilities. The attack reportedly hit crucial infrastructure targets at the plant, though the extent of the damage is unclear. Drones also struck the smaller Novoshakhtinsk refinery in Rostov, which forced the facility to halt operations. Additionally, on March 12, a separate drone attack hit Lukoil PJSC’s Norsi refinery.
U.S. Introduced Sanctions Against Officials of Republika Srpska
Three individuals from Bosnia and Herzegovina were added to the list of sanctioned individuals by the Office for the Control of Foreign Assets of the U.S. Department of Finance (OFAC). These individuals include Jelena Pajić-Baštinac, Secretary General of the President of the Republika Srpska, Branislav Okuka, advisor to the President of Republika Srpska, Srebrenko Golić, and Chairman of the Council of Peoples of Republika Srpska.
