Colombian Rebels Threaten Campaign of Violence Unless Ceasefire is Observed

On April 7, a dissident group of fighters belonging to the disbanded Revolutionary Armed Forces of Colombia (FARC) rebel group threatened attacks against Colombia unless it abided by a nationwide ceasefire. FARC-EMC issued a public statement warning civilians to avoid government and military infrastructure unless the administration of President Gustavo Petro abides by a previous ceasefire agreement. Expect some sporadic small arms attacks against Colombian military positions, likely in rural areas of Colombia, in the coming days.

Transnistrian Officials in Moldova Claim Drone Strike Hit Military Base

On April 5, pro-Russian separatists in the breakaway Transnistria region of Moldova claimed a drone attacked a military facility in Rybnitsa, located close to the Ukrainian border. Transnistrian officials stopped short of directly blaming Ukraine for the purported attack but implied Ukraine may have been involved. Ukrainian officials have denied any involvement in the strike. A similar incident occurred on March 17, when Transnistrian officials claimed a Ukrainian drone struck a military base in Tiraspol.

Severe Flooding in Russia and Kazakhstan

Areas of Russia and Kazakhstan are facing severe flooding due to rising water levels in the Urals River. On April 5, a dam broke in Orsk, Orenburg Oblast, Russia, which significantly increased the scope of the flooding. Authorities have evacuated thousands of people in the Orenburg region, as well as several areas in northwestern Kazakhstan. In Kazakhstan the flooding is particularly affecting the oil-rich regions of Atyrau and Aktobe; Kazakh oil output may decrease over the coming days as a result of the widespread flooding.
