Putin Warns Russia Could Supply Countries with Weapons to Strike Western Targets

On May 5, Russian President Vladimir Putin warned Russia could arm countries to strike Western targets, days after several Western countries allowed Ukraine to strike targets within Russia using Western weapons. Putin's remark serves as a tit-for-tat response, likely designed to pressure Western countries into reversing their policy. However, Russian arms exports have dropped precipitously since it began its full-scale invasion of Ukraine, meaning any weapons supplies would likely be limited.

Palau Accuses China of a Cyberattack over Taiwan Ties

On June 3, Palau, one of Taiwan’s remaining diplomatic allies, suffered a cyber attack in March with more than 20,000 government documents stolen and later published on the dark web in April. The stolen information includes the deployment of radars by the United States, the list of members of the Japanese navy visiting Palau, and hundreds of documents detailing Palau's close ties with Taiwan, which are to be used by government authorities only. Palau is among the few countries, including Paraguay, Guatemala, and Belize, in the world that recognize Taiwan as an independent country. Palau’s President said the hack was planned by China, which claims Taiwan as its territory. Although a ransomware hacker group named DragonForce claimed responsibility for financial purposes, it was reported that these hackers did not negotiate for ransom payments, and DragonForce was used as a cover to reduce the risk of diplomatic escalation. The purpose of the attack was to pressure Palau and further isolate Taiwan. Regardless of its motivation, the leak poses a risk to the United States, as Palau is home to U.S. military installations and occupies important waterways that would be used to defend Taiwan in the event of conflict.

Ukraine Strikes Novoshakhtinsk Petroleum Plant

On June 6, Ukrainian drones struck the Novoshakhtinsk petroleum plant in Rostov, Russia, as well as an oil depot in Belgorod. The strike on Novoshakhtinsk caused a large fire which halted operations at the plant and forced over 100 employees to evacuate. It remains unclear how long operations will remain shutdown. The Novoshakhtinsk plant is the largest supplier of petroleum products in southern Russia and the sole oil refinery in the Rostov region, meaning long down time could significantly impact Russia's energy sector.
