China Conducts Air and Sea Patrols near Scarborough Shoal

On August 7, China conducted a combat patrol to test strike capabilities near Scarborough Shoal in the South China Sea, a disputed area within the Philippines' exclusive economic zone (EEZ). The Chinese military organized maneuvers to test theater troops' reconnaissance and early warning, rapid mobility, and joint strike capabilities. On the same day, the Philippines launched two days of joint sea and air exercises with the United States, Canada, and Australia. The Philippines claimed that China was retaliating against the four-nation exercise. This is the latest in a series of escalating confrontations between Chinese and Philippine vessels in the South China Sea in recent months, with the most serious case being Chinese sailors boarded a Philippine vessel confiscating weapons in June. China’s military maneuvers highlight its aim to intimidate the Philippines and its allies with a show of force but do not suggest a military confrontation is imminent.

Economic Activity Beginning to Resume in Bangladesh

On August 7, sources reported that some factories in Bangladesh, including those manufacturing ready-made garments (RMG), have resumed operations following days of severe unrest. RMG accounts for nearly 90 percent of Bangladesh’s exports and the sector is seen as vital to the country’s economic health. Resumption of operations at these sites is a likely sign that the situation is stabilizing following weeks of violent unrest culminating in the resignation of former prime minister Sheikh Hasina on August 5. The situation remains delicate, however, and an abrupt resumption of widespread unrest cannot be ruled out.

Hamas Appoints New Political Head Following Haniyeh’s Death

On August 6, Hamas announced that Yahya Sinwar, one of the group’s senior military leaders, would become head of its political bureau following the death of Ismail Haniyeh last week. Sinwar was reportedly heavily involved in the planning of the October 7, 2023 attack on Israel and is believed to remain in Gaza despite Israel’s ongoing campaign there. He is one of the few senior Hamas leaders left alive after months of fighting. Sinwar’s promotion is unlikely to affect the group’s day-to-day operations but may spur redoubled efforts by Israel to determine his location.
