Russian Missile Strike Hits Third Civilian Vessel in Four Days

On October 10, 2024, Russian missiles struck a Panama-flagged civilian container ship in an Odessa port, marking the third Russian attack on a civilian vessel in the past four days. The pace of these attacks may represent a renewed Russian attempt to constrain shipping in the Black Sea. Ukraine’s Deputy Prime Minister for Reconstruction, Oleksiy Kuleba described the attacks as a "deliberate tactic to intimidate and obstruct the functioning of Ukraine’s maritime corridor. The aggressor is once again attempting to disrupt Black Sea shipping and undermine Ukraine’s efforts to ensure global food security."

Moldova Conducts Searches Related to Illegal Financing of Political Parties

Between October 8 - 10, 2024, Moldovan authorities conducted 155 searches on people suspected of illegally financing political parties associated with fugitive oligarch Ilan Shor. Police detained three people as a result of the searches. Ilan Shor is widely believed to be working with Russia to influence Moldovan political opinion and finance pro-Russian political parties in Moldova. The recent searches come after Moldovan officials announced on October 3 that they dismantled a Russia-funded network - associated with Ilan Shor - designed to buy votes in Moldova's upcoming presidential election and European Union referendum, both scheduled to take place on October 20. As the key elections draw closer, additional reports of police searches on suspected pro-Russian networks, as well as reports of Russian attempts to interfere in the voting process, can be expected.

EU Adopts Resolution Saying Democratic Backsliding in Georgia Puts the Country's EU Membership on Pause

The European Parliament adopted a resolution that stated democratic backsliding in Georgia "effectively puts the country’s integration with the European Union (EU) on hold." According to the resolution, Georgia's ruling Georgian Dream party has enacted "repressive" and "undemocratic" laws that are "stifling media, civil society and the LGBTQ+ community." The document also called on EU member states to enact sanctions against senior members of Georgian Dream. This resolution comes three weeks before Georgians head to the polls for highly anticipated parliamentary elections. In the run up to the elections, Georgian Dream has used increasingly authoritarian tactics in an effort to cement its grip on power.
