Moldova Warns of Possible Interference at Polling Stations in Russia

The Moldovan Foreign Ministry warned Russian authorities may transport voters to polling stations in Russia for Moldova's upcoming elections on October 20. The Foreign Ministry said Moldova will take appropriate measures to ensure the vote progresses smoothly within Russia, and cautioned that "any attempts to evade or break these provisions will be punished accordingly."

U.S. Sanctions Chinese Entities for Directly Supporting Russian Defense Industry

The U.S. Treasury Department sanctioned Chinese entities for directly supporting Russia's defense industrial base. The United States sanctioned three entities based in China and Russia that jointly developed and produced drones used in the war against Ukraine. While the United States has previously sanctioned Chinese entities producing dual-use goods for Russia, this marks the first time the United States has sanctioned Chinese companies for directly supporting Russia's military effort. Additionally, the United States sanctioned two Chinese companies for cooperating with Russian entities to make and ship long-range attack drones to support Russia’s invasion of Ukraine. The latest round of punitive action targets Chinese Xiamen Limbach Aircraft Engine Co Ltd for making engines that power Russia’s unmanned aerial vehicles (UAV) and Redlepus Vector Industry Shenzhen Co Ltd for its role in shipping the drones to Russia. While the United States previously imposed sanctions on Chinese entities providing critical inputs to Russia’s military-industrial base, this is the first time U.S. sanctions have targeted Chinese entities directly producing complete weapons systems affiliated with Russian firms.

Egypt, Eritrea, and Somalia Enhance Security Cooperation

As of October 17, 2024, Egypt, Eritrea, and Somalia have continued to strengthen defense ties following an October 10 Summit, likely to counter Ethiopia's growing tensions with its neighbors. Tensions have continued to mount between Ethiopia and Somalia, Egypt, and Eritrea after the Ethiopian government agreed to recognize the breakaway region Somaliland and its independence from Somalia in January 2024, in exchange for Somaliland's coastal Red Sea access. Somali officials have condemned the move as violating the country's territorial integrity and sovereignty and have enhanced security cooperation with Egypt and Eritrea as a result.
