Nearly 30,000 Haitian Migrants Repatriated from Dominican Republic
The Haitian General Directorate of Migration reported that since October 3, 2024, the government of the Dominican Republic deported nearly 30,000 Haitian migrants. Near the beginning of October 2024, the president of the Dominican Republic, Luis Abinader, announced that his government had set the goal of deporting 10,000 Haitians a week. Dominican Republic officials at different levels of the government have called for further deportations. Most recently, the municipal government of Santiago de la Cruz announced that all Haitians in the city had 5 days to leave. This announcement comes following allegations that Haitian migrants in the city had been involved in a large-scale cattle theft incident. The continued deportation of Haitian migrants from the Dominican Republic is likely to fuel further attempts by Haitian migrants and asylum seekers to reach the United States.
India and China Reach Deal to Calm Border Tensions
India’s government announced that it had reached a deal with China to calm tensions over the disputed region of Ladakh, where a clash between Chinese and Indian border guards in 2020 left at least 24 soldiers dead. According to the agreement, both countries will conduct patrols of disputed sectors following a mutually agreed schedule to prevent encounters. The agreement, which comes after years of tension between the two nuclear-armed neighbors, was announced ahead of a scheduled BRICS summit in Russia from October 22 to October 24, where both Indian Prime Minister Narendra Modi and Chinese President Xi Jinping will be in attendance. There is speculation that the deal could pave the way for a bilateral meeting between the two leaders at the summit.
North Korea to Provide Nearly 11,000 Troops to Assist Russia
Both Ukrainian and South Korean intelligence have reported North Korea intends to send nearly 11,000 troops to assist Russia in its war against Ukraine. A deployment of this size would mark North Korea's first large-scale deployment of ground forces. A smaller contingent of North Korean soldiers - between 1,500 to 3,000 troops - are currently undergoing training in Russia and will be ready to fight by November 1, according to Ukrainian intelligence. These forces will likely first be sent to Russia's Kursk region to repel Ukrainian forces who have been holding the territory for the past several months.
