Ukraine, U.S. Agree to Minerals Deal

On February 25, 2025, Ukraine and the United States reportedly reached an agreement on providing the United States access to Ukrainian minerals. The development comes after weeks of tense negotiations between the two sides. The deal will reportedly establish a joint U.S.-Ukraine fund to which Ukraine will contribute 50 percent of the proceeds of developing its mineral resources and resource-related infrastructure. It includes revenues from minerals, oil, gas, and associated infrastructure facilities, like ports. Future agreements will reportedly define a U.S. stake in the fund. The deal also reportedly mentions that the United States will seek to maintain a stable Ukraine.

Trump Administration Likely Seeking Quick End to Ukraine Conflict

Several notable developments over the weekend suggest the Trump administration is seeking a quick end to the conflict, likely on terms that Ukraine will view as unfavorable. On February 22, White House spokeswoman Karoline Leavitt said President Donald Trump is "confident" the United States and Russia will secure a deal to end the conflict as early as this week. On February 24, the United States and Russia voted against a United Nations (UN) General Assembly resolution condemning Russia's full-scale invasion of Ukraine. The measure ultimately passed with 93 votes in favor. However, the vote marks a significant shift in U.S. policy toward the conflict.

EU Sanctions 48 Individuals and 35 Entities in Russia-Ukraine War

On February 25, the European Union (EU) imposed targeted restrictive measures on an additional 48 individuals and 35 entities responsible for actions undermining or threatening the territorial integrity, sovereignty, and independence of Ukraine. The sanctions aim to maintain pressure on the Russian military and defense by listing several industry companies manufacturing weapons, technologies, ammunition, and other military equipment. As part of the EU's efforts to close shadow fleet networks, the EU also imposed full-fledged sanctions over three entities transporting Russian crude oil and oil products and providing substantial revenues to the Russian Government.
