ZeroFox Intelligence May 2024 Geopolitical Brief

With the approval of a major U.S. military aid package in April, May could see a shift in the war in Ukraine. The U.S. military aid package should allow Ukraine to better resist Russia militarily until late 2025, after which the question of Western resolve to back Ukraine will re-emerge. An Israeli incursion into Rafah could worsen anti-Israel protests in the United States and see Hamas’ allies escalate their military activity in the region. South Africa will hold its most contentious elections since apartheid, and the fight for votes could turn violent. A presidential inauguration in Taiwan presents China with another opportunity to threaten the island militarily.

EU Signs Cooperation Agreement with Exiled Leader of the Belarusian Democratic Movement Svitlana Tsikhanouskaya

On May 3, 2024, the President of the European Parliament Roberta Metsola signed a cooperation agreement with the exiled leader of the Belarusian Democratic Movement Svitlana Tsikhanouskaya. The document pledges EU support for the Belarusian democratic movement and recognizes the United Transitional Cabinet of Belarus and the Coordination Council as legitimate representatives of the Belarusian people. This agreement marks the first official recognition of Tsikhanouskaya's government in exile.

UK Foreign Secretary Promises Longterm Military Assistance to Ukraine

During a visit to Kyiv on May 3, 2024, British Foreign Secretary David Cameron promised Ukraine GBP 3 billion (USD 3.74 billion) of annual military assistance for "as long as it takes." The British Embassy revealed Cameron is working on a 100-year partnership agreement with Ukraine that would "build strong ties between our two countries across the spectrum of relations: from trade, security and defense, to science and technology, education, culture and much more." This long-standing partnership would allow Ukraine to better forecast the amount of Western aid it can rely on in the future. During his visit, Cameron also said Ukraine has the right to use British-supplied weapons to strike targets on Russian soil. This statement reflects a notable policy shift. Western countries have historically warned Ukraine against using Western-supplied weapons to attack targets within Russia, fearing such strikes could prompt Russia to escalate against the West.
