ZeroFox Intelligence Brief - Political Upheaval Likely in French Elections
Following the unexpectedly strong performance of the far-right Rassemblement Nationale (RN) party in European parliamentary elections on June 6-9, French President Emmanuel Macron declared a snap parliamentary election for the end of the month. This decision has thrown France’s political system into chaos, as it is entirely unclear what party or coalition will hold power for the next three years. Observers were initially taken by surprise when Macron dissolved the Assemblee Nationale, as despite his party’s poor results in the EU parliamentary elections, he was in no way obligated to take such action. Calling for elections immediately after a major defeat certainly appears strange, but there is a political logic. With France divided between the left, center, and right, Macron hopes to rally his centrist coalition with that of the left as a bulwark against the rising influence of the right. Failing that, Macron could still believe he benefits from a strong showing by the RN, in that it would force them to actually take part in governing and thus expose them to the unpopularity of decision-making. In this way, he could place himself in a better situation for the more consequential Presidential elections in 2027.
Ukraine and EU Sign Security Agreement
The European Union (EU) and Ukraine signed a security agreement during the EU leaders summit in Brussels. The document reaffirms Europe's commitments to provide Ukraine with lethal and non-lethal military aid, financial assistance, expanded cooperation with Ukraine's defense industrial base, and training for Ukrainian troops. European leaders also agreed to support Ukraine's path to the EU and any related reforms. Meanwhile, Ukraine pledged to commit to EU reforms, strengthen transparency and accountability around received assistance, and contribute to the overall security of the EU.
Iranians Vote in Presidential Election with Limited Choices
Iranians have recently voted for a new president after the death of President Ebrahim Raisi in a helicopter crash. The election featured four candidates loyal to the supreme leader. The tightly controlled election comes at a time of growing public frustration, Western pressure over Iran’s fast-advancing nuclear programme, and escalating regional tension between Israel and Iran's allies. The outcome of the election could influence the succession to Ayatollah Ali Khamenei, who has been in power since 1989. Despite expectations for continuity in Iran's policies, the president can shape day-to-day governance and foreign relations. However, declining voter turnout in recent years reflects concerns over economic challenges and limited political freedoms under Iran's clerical rule.
